Trump's Progressive Warning Misses The Continent's Real Danger: Technological Stagnation.

The recent US security policy document presents a flawed assessment of the European Union. The document asserts that open-border policies and what it terms "woke" agendas pose an grave threat to the continent's identity. Yet, this perspective rests on a serious misreading of the reality. The actual challenge confronting Europe is not societal but economic and technological lag.

A Glaring Economic Gap Separating Europe and the US

The data paint a stark picture. From 2008 and 2023, American economic output grew by 87%, while a paltry 13.5% increase for the EU. During this time, EU GDP per capita dropped from 76.5% to just 50% of the American figure. Strikingly, even Mississippi now boasts a greater average income than several leading European economies like France and Italy.

Currently, roughly half of the global top fifty technology firms are American, while a mere four are from Europe.

The Innovation Shortfall: The Core Problem

This widening economic gap is driven by stronger productivity growth in the United States, fueled by breakthroughs and higher total factor productivity. The scene of global tech dominance is decidedly American. Over the past fifty years, hundreds of American startups have grown into companies valued at more than ten billion dollars, versus only fourteen in Europe.

This gap raises a vital issue: In the race for future industries like semiconductors, AI, and quantum computing, where does Europe positioned? Experts widely agree it is largely a two-horse race between the US and China, with Europe starting at a significant handicap.

Root Causes of Europe's Technological Lag

Several major factors explain this technological divide.

  • Financing Ecosystem: The United States has a much more robust and more dynamic system for funding startups. The EU has yet to establish a genuine capital markets union, which limits the growth potential of emerging companies.
  • Bureaucratic Hurdles: Excessive and fragmented regulation hamper Europe. A US startup can introduce a product under one set of laws to access a consumer base of over 330 million. The EU, despite a larger population size, is split among 27 different national systems, creating huge internal barriers.
  • Mindset Differences: Views on risk-taking vary greatly. In parts of Europe, a startup's collapse was once met with penalties, whereas in the United States, it is often considered a valuable lesson.
  • Military Investment: The US benefits from a deeply integrated academic-military-industrial complex. Europe's chronic underinvestment in military capabilities has eroded its capacity for breakthrough innovation.

The Road Ahead: Reasons for Hopefulness

Despite these hurdles, there are causes for optimism. European leaders are increasingly aware of the severe threat and have started to propose substantial change. Key reports on EU competitiveness and the internal market highlight the necessity of major reforms.

Given appropriate incentives and rule changes, these assets might enable far greater degrees of business-led breakthroughs.

Europe still possesses significant strengths: skilled human capital, excellent education systems, and premier labs. Alongside a large internal market and high savings rates, these elements have the potential to unleash a new wave of investment and entrepreneurship.

Importantly, even if the EU does not take the lead in developing next-generation tech, it can still dramatically increase productivity by adopting and adapting advancements from elsewhere.

An Inflection Point

Europe now faces a critical crossroads. To paraphrase a famous line, decline often happens "gradually and then suddenly". So far, the continent's technological decline has been gradual. But, without decisive action to address its structural weaknesses, today's gradual weakening could turn into a rapid and permanent decline in global economic relevance.
